On the basis of the act of 14 December 1995 on
agricultural chambers, members of
the agricultural self-government are private and legal persons who are
agricultural tax payers, individual income tax payers from special branches of
the agricultural production and members of the collective farms owing land in
these cooperatives. Organizational
units of the agricultural self-government are agricultural chambers, which have
a legal status. The Chambers act on the territories of their voivodships.
The national representation of all agricultural chambers is the National
Council of Agriculture Chambers. It consists of presidents of the agricultural
chambers and one delegate from each chamber, appointed by the General Meeting.
The National Council, just like all voivodship agricultural chambers, has a
legal status. The National Council of Agriculture Chambers debates at sessions
called by the Management Board – executive body of the Council appointed by it
from among its members. The Management Board carries out its tasks by
the office managed by president appointed by the Management Board. An internal audit body of the National
Council, especially in the scope of finances, is the Revisory Commission,
appointed and dismissed by the National Council from among its members. The
National Council of Agriculture Chambers debates at sessions held by the
Management Board. It takes most important for the agricultural self-government
constituting decisions. The main and basic task of the
agricultural self-government is acting in order to solve problems of
agriculture and represent interests of associated members. The agricultural
chambers influence shape of the agricultural policy and participate in its
execution.

Tasks of the
National Chamber of Agriculture Chambers:
- Representing the chambers in the parliament, Senate and government administration
bodies excluding the government administration in the voivodship.
- Opinion-giving to drafts of acts concerning
agriculture and food industry and assumptions and programmes of agricultural
policy.
- Presenting to the authorized bodies, described in
point 1, and self-government bodies reports on the situation of agriculture and
initiatives concerning legal regulations.
- Supporting the chambers in execution of their tasks.
- Ordering elections
to General Meetings of the chambers.
In the light
of the act on agricultural chambers the organs of the governmental administration
are obliged to ask the National Council for opinions con drafts of acts and
executive regulations concerning agriculture, rural development and
agricultural markets.
The tasks of the agricultural chambers:

preparing analyses,
assessments, opinions and conclusions concerning agricultural production and
market and presenting them to the government and local self-government bodies;

applying to
government administration bodies in the voivodship and to local self-government
bodies with initiatives in the scope of legal regulations concerning
agriculture, rural areas and agricultural markets development and giving
opinions on drafts of these regulations;

carrying out
actions aimed at creation of agricultural market and improvement of conditions
for sale of the farm and agricultural;
-
analysing cost and
profitability of agricultural production;
-
collecting,
processing and transferring the economic information for the purposes of the
agricultural producers and other businessmen;
-
counselling in the
scope of agricultural activity, agricultural household and additional income
for farmers;
-
taking actions in
aid of development of agriculture and farm infrastructure and improvement
of the agrarian structure;
-
raising
qualifications of people employed in agriculture;
-
keeping a list of
experts and granting qualification certificates in the scope of agriculture based on criteria
described in distinct regulations;
-
shaping
and disseminating rules of ethics and reliable conduct in economic activity,
-
acting in aid of
improving the quality of means and equipment used in agriculture as well as
improving labour conditions and safety in agriculture;
-
cooperation with
units running agricultural schools, supporting their activity, initiating
establishment of new schools and changes in their educational programs, co-organization of apprenticeships;
-
shaping the
ecological awareness of agricultural producers;
-
initiating
activities aimed at appointing and supporting associations and organizations of
foresters and agricultural producers;
-
acting in aid of
improving the quality of agricultural products;
-
promoting export of
agricultural products;
-
developing
co-operation with foreign organizations of agricultural producers;
-
cooperation with
the public administration in the scope of environment protection, health and
rural cultural heritage.
